The Police Commemoration Day is being observed today. The day is observed on 21st October every year to honor the loyalty and supreme sacrifice of police personnel for the nation. It was on this day in 1959 when CRPF ed a saga of valour and sacrifice in the inaccessible, inhospitable terrain of Hot Springs in Ladakh. A patrol party of twenty personnel of CRPF and Intelligence Bureau had gone to search for a missing reconnaissance party when it was ambushed by the Chinese Army. In spite of the sudden attack and disadvantageous tactical position, they fought valiantly against the Chinese army personnel who were in large numbers and heavily armed. In this battle, ten CRPF men were martyred in defense of the country. Vice President M. Venkaiah Naidu today paid homage to all police personnel, who had laid down their lives in the line of duty on Police Commemoration Day.In a tweet, the Vice President said, the nation is ever grateful to them for their sacrifice, valour and commitment. Prime Minister Narendra Modi today paid tributes to all the police personnel martyred in the line of duty on Police Commemoration Day. In a series of tweets, the Prime Minister said, Police Commemoration Day is about expressing gratitude to the police personnel and their families all across India. He said, their sacrifice and service will always be remembered. The Prime Minister said, from preserving law and order to solving horrendous crimes, from assistance in disaster management to fighting COVID-19, the police personnel always give their best without hesitation. He said, the country is proud of their diligence and readiness to assist citizens.

Home Minister Amit Shah today said that the government is working on making the border impregnable by linking technology with human force. The Minister said this while addressing the Police Commemoration Day Parade at the National Police Memorial in New Delhi.

 

"देश की सीमाओं की सुरक्षा चाहे वो बीएसएफ हो, चाहे असम रायफल हो, चाहे सीमा सुरक्षा बल हो, चाहे आईटीबीपी हो उन्‍होंने बहुत मुस्‍तैदी से की है मगर इसके साथ-सा अब हम टैक्‍नोलॉजी को भी जोड़ना चाहते हैं, मानव बल के साथ टैक्‍नोलॉजी को जोड़कर देश की सीमाओं को अवैध बनाना वो हमारा लक्ष्‍य होना चाहिए और इस पर गृह मंत्रालय बहुत डिटेल काम कर रहा है। मुझे आशा है कि आने वाला परिवर्तन भी हमारे बहादुर जवान स्‍वीकारेंगे अपने-आपको तैयार करेंगे और टैक्‍नोलॉजी और तत्‍परता दोनों का मिलान करते हुए हम देश की सीमाओं को सुरक्षित कर पाएंगे।"

 

He also paid tribute to police personnel, who lost their lives in the line of duty. Mr Shah assured the police personnel that they take care of the internal security of the country and Narendra Modi government is always ready to protect them and their family.

The Home Minister added, so far 35 thousand 398 police personnel have laid down their lives in the service of the nation. He said, 264 personnel of State Police Forces as well as those of Central Armed Police Forces, gave supreme sacrifice in the line of duty during the last one year.The Home Minister said, Police and CAPF personnel played a significant and frontline role as COVID Warriors. As a result, 343 police and CAPF personnel fell pray to COVID-19 in the line of duty while contributing to COVID management.


"विनम्रता के साथ देश के सामने रखना चाहता हूं कि पुलिस परिवार के लोगों ने, सुरक्षाबलों ने ये लड़ाई लड़ते-लड़ते हमारे तीन सौ 43 साथी हमने गवाए हैं उन्‍होंने अपनी जान न्‍यौछावर करके कोविड महामारी के खिलाफ लड़ाई भी लड़ी है। पुलिस का यह बलिदान कोविड के खिलाफ जो लड़ाई का इतिहास लिखा जाएगा उसमें हमेशा स्‍वर्ण अक्षरों से लिखा जाएगा।"

The Police Commemoration Day is being observed in Andhra Pradesh today. Chief Minister Y.S. Jagan Mohan Reddy participated in the Police Commemoration Day programmes at Indira Gandhi Municipal Stadium in Vijaywada. The Chief Minister paid rich tributes to the departed soldiers and also released a book written on the sacrifices made by police during the line of duty. Home Minister Mekathoti Sucharitha and DGP Gowtham Sawang accompanied the Chief Minister while State Assembly Speaker Thammineni Seetharam participated in the Police Commemoration Day programme in Srikakulam.

Culture and Tourism Minister Prahlad Singh Patel today took part in the commemoration event of 77th Anniversary of the Formation of Azad Hind Government at the Red Fort in Delhi.

 

Azad Hind Fauj veterans, 99-year old Naik Lalti Ram and 101- year old Sepoy Parmanand Yadav and family Members of Netaji Subhas Chandra Bose were also present on the occasion.

 

In his address, the Minister thanked Prime Minister Narendra Modi for beginning the tradition of commemorating the anniversary of the formation of Azad Hind Government. Mr Patel said, the Nation will celebrate 75th year of Independence in 2022 and also the 125th Birth Anniversary of Netaji Subhas Chandra Bose.

The government today said that the country's COVID-19 recovery rate has reached  88.81 per cent. During the last 24 hours, more than 61 thousand COVID patients have recovered. The Health Ministry said, the total number of recoveries has reached over 67 lakh 95 thousand. The constantly increasing recoveries ensured that the actual caseload is considerably reduced and currently comprises only 9.67 per cent of the total positive cases. Presently, the total number of active cases in the country is seven lakh 40 thousand.

 

In the last 24 hours, 54 thousand 44 new cases have been reported taking the total number of positive cases in the country to over 76 lakh. Currently, India’s Case Fatality Rate is at 1.51 per cent, which is one of the lowest globally. In the last 24 hours, 717 deaths were reported taking the toll to one lakh 15 thousand 914. According to Indian Council of Medical Research, more than ten lakh 83 thousand tests were conducted during the last 24 hours. The total number of samples tested so far has reached nine crore 72 lakh.

A total of three thousand 579 new confirmed cases of Corona virus infection were reported in Delhi during the last 24 hours taking the total number of cases to over three lakh 36 thousand. The Delhi Government said that recoveries of over three lakh six thousand have been reported so far.

In Bihar, COVID-19 recovery rate has improved to 94.17 per cent. This is 5.54 per cent more than national average. In all, 1,100 patients recovered during last 24 hours.The number of active patients in the state is continuously decreasing. At present, 11 thousand 60 patients are undergoing treatment in various hospitals. One lakh 94 thousand 889 patients have been recovered from Corona infection in the state so far. One thousand eleven patients died due to Corona in different parts of the state.Principal Secretary of Health Department Pratyaya Amrit said, the recovery rate has improved in Bihar following a large number of Corona tests throughout the state. He said, on an average over more than one lakh tests are being undertaken everyday. Over 93 lakh 89 thousand 946 tests have been conducted so far.

In Assam, 666 new COVID-19 cases have been detected in the state in the last 24 hours. Health Minister Himanta Biswa Sarma in a tweet informed that a total of 38 thousand 585 tests were conducted in last 24 hours and the positivity rate is 1.73 per cent. The Minister said that Assam has reported nearly 87 per cent recovery rate. There are around 27 thousand active cases in the state. Awareness drive is being carried out across the state ahead of the festive season including Durga Puja.

Kerala continues to report more recoveries than positive cases, as 6591 new cases of covid were confirmed and 7,375 people have recovered from the infection yesterday in the state. 24 more deaths were reported taking the death toll in the State to 1,206. Nearly 54000 samples were tested across the State in the last 24 hours. Presently the total active Covid cases in Kerala is 91,922.

In Bihar, the Congress party today released its election manifesto focusing on farmers, youth and women for the upcoming State Assembly Elections. The manifesto named Badlav Patra (document for transformation) was released jointly by Party General Secretary Randeep Surjewala, senior leader Raj Babbar and Shakti Sinh Gohil at Sadaqat Ashram in Patna. Mr. Surjewala said, if voted to power, the Grand Alliance Government will reject recently passed farm reform legislations, it will waive the agriculture loan and electricity bill of agrarian people of the state. The manifesto of the party says, it will create opportunities for youth. Better eco-system would be developed for investment and industries in the state. Mr Surjewala said that all religious circuits like Buddha, Sufi and others will be interconnected.

The Lok Jan Shakti Party (LJP) also released its poll manifesto today for the State Assembly Elections giving major thrust to employment, education, industry and health amenities to people. Party President Chirag Paswan released the manifesto in Patna which assigns name Bihar First, Bihari First Vision Document.


Mr Paswan said, if his party comes to power, it will check migration to other states providing respectable jobs to the migrant people. The LJP President said, a dedicated employment portal will be started. He said, all vacant posts in government departments will be filled. He said, IT parks and economic zones will be established. He said, equal payment for equal work will be implemented. Mr Paswan added, the core competence of the state is agriculture so every district will have food processing establishments.

 

He said weaker sections of the society will get treatment facilities in private hospitals and the State Government will provide subsidy. The LJP President alleged that the ruling government led by Nitish Kumar failed to meet the expectations of youth during his 15- year tenure.

In Bihar, campaigning for the First Phase of State Assembly Elections has gained momentum in the poll-bound areas. Senior leaders and star campaigners of several political parties are holding multiple rallies to garner support of voters.


"For NDA candidates senior BJP leaders, star campaigners and union ministers are holding multiple rallies. BJP President JP Nadda will address public meetings in Bettiah and Motihari. Senior BJP leader and Defence Minister Rajnath Singh will hold public meetings at Sanhaula, Barhara and Chainpur. BJP leader and Chief Minister of Uttar Pradesh Yogi Adityanath addressed a rally in Jamui. He alleged that people of Bihar still have haunting memories of previous tenures of RJD. Mr Adityanath said they were indulged in promotion of kidnapping and crime. JD(U) president Nitish Kumar addressed a public meeting in Kesaria. Mr Kumar alleged that RJD is making false promises of 10 lakh jobs and the opposition has no solid blueprint for development of the state. RJD leader Tejaswi Prasad Yadav will hold 10 public meetings today in support of candidates of the Grand alliance. Dharmendra Kumar Rai, AIR News, Patna."

 

Scrutiny of nomination papers of candidates for the Third and Final Phase of elections is underway in 78 Assembly constituencies. The last date of withdrawal of candidature will be 23rd of October and polling will be held on 7th of November in this phase.

 

The scrutiny of nomination papers for Valmiki Nagar Lok Sabha bye-poll is also underway. Polling will be held simultaneously with the Third Phase of Assembly elections in this Lok Sabha constituency.

In Karnataka, 15 candidates in Sira and 16 candidates in R.R. Nagar remain in fray after the scrutiny of nominations for the State Assembly By-Polls to be held on 3rd of November. The counting of votes will be taken upon 10th of November. There are 2,15,693 voters in Sira and 4,60,401 eligible voters in R. R. Nagar. There are 267 Polling Stations and 63 Auxiliary Polling Booths in Sira and 381 main Polling Stations and 297 Auxiliary Polling Booths in R. R. Nagar. For the total of 1008 polling stations in both the constituencies the Election Office in the state has organized 2,034 Ballot Units, 2,034 Control Units and 2,034 VVPATs. For the complaint management a helpline has been provided to the voters. To ensure free and fair election, 42 Flying Squads and 35 Static Surveillance teams are deployed in both the constituencies.

In Ladakh, the dispersal of Polling parties and the security personnel to all the 294 Polling Stations has been completed. Polling for the Sixth General Council Elections for Ladakh Autonomous Hill Council (LAHDC), Leh will be held tomorrow.


"The three - day long dispersal of polling parties, polling material and security personnel deployed to different polling stations in the 26 constituencies of LAHDC, Leh is completed today. The Election Authority has dispatched the final batches of poll staff and materials to 174 polling stations under security arrangements and all COVID19 SOPs. The polling parties were equiped with COVID19 Protective gears and also provided with packed lunch boxes. Meanwhile, District Election Officer for LAHDC Elections, AG Zargar has applauded the Sub Devisional Magistrates, Returning Officer, Assistant Returning Officers, Nodal Officer for Transport, Nodal Officer Material management, Nodal Officers of EVMs, Zonal Sectoral Magistrates, Zonal sectoral Police officers, and all other officers & officials engaged in the process for the successful and the smooth, conduct hassle-free dispersal of men & materials from district heaquarter, Leh amidst Covid 19 pendemic. Chhattisgarh Chief Minister Bhupesh Baghel has written a letter to the Prime Minister Narendra Modi expressing his gratitude for determining the rate of ethanol production from surplus paddy by the Chhattisgarh Government at 54 rupees 87 paise per litre.

 

The Chief Minister has requested that the surplus paddy purchased from the farmers of the state should be allowed to reach biofuel directly to the ethanol plants so that the paddy sold to the ethanol plants in the state can be sold directly by the farmers.

He said, that the permission to produce ethanol directly from surplus paddy will aid in the economic progress of the farmers of the state.

Haryana State has the best Anemia Mukt Bharat (AMB) Index amongst 29 states in the country. The Anemia Mukt Bharat, an initiative of the Ministry of Health and Family Welfare and UNICEF, has been launched to reduce the prevalence of Anemia all over India. This information came to light during the 8th Governing Body Meeting of State Health Society of the National Health Mission (NHM) in Chandigarh.

 

Additional Chief Secretary of Health Department Rajeev Arora said, in a recently released scorecard of the (AMB) Index by the Ministry of Health and Family Welfare, Haryana was ranked at the top slot with an AMB Index of 46.7. He said, there are 34 National Programmes being run under the NHM. Further, he also apprised that it was for the first time in year 2019-20 that the state had achieved 93 per cent of immunization.

India has returned the missing Chinese soldier today. The Chinese soldier had strayed across the LAC and was apprehended in Demchok sector of Eastern Ladakh by the Indian troops on 18th of this month. The Chinese Defence Ministry in a statement said, according to the relevant agreement between China and India, the People's Liberation Army soldier, who went missing while helping local herdsmen find the lost yak near the China-India border on Sunday. Chinese Defence Ministry added, he has been returned to the Chinese border troops by the Indian Army early this morning. Chinese Army had notified the Indian Army about the missing soldier. The Indian Army in a statement had said, as per established protocols, he will be returned back to Chinese officials at the Chushul-Moldo meeting point after completion of formalities.

Under the Vande Bharat Mission, the special flight to China which was scheduled on Delhi-Guangzhou sector on 23rd of this month  has been postponed due to technical and scheduling reasons. Now, this flight will be operated on Delhi-Wuhan-Delhi sector on 30th of this month. Indian Embassy in Beijing said this in a notification today. Eligible OCI card holders and Indian Nationals can reach out to Indian Embassy on helpdesk.beijing@mea.gov.in. for any assistance in this regard. Another VBM flight earlier scheduled on Delhi-Guangzhou sector on 30th October 2020 has been cancelled as of now. This is part of the Seventh Phase of Vande Bharat Mission which started on 1st of October. The Ministry of External Affairs in a statement said, as on 15th of October, 18.32 lakh Indians have been repatriated through different modes of the Vande Bharat Mission.

Supporting India's decision to formally invite Australia to participate in the annual Exercise Malabar, a group of US Senators in a letter to Indian Ambassador to US Taranjit Singh Sandhu, said, in the face of China's rising military and economic assertiveness, strengthening of the Quad has become increasingly important. As the world addresses the fallout caused by the COVID-19 pandemic, China has opportunistically looked to expand its military footprint across the Indo- Pacific. In response to these  actions, the US has signaled its increased commitment to the region with the newly proposed Pacific Deterrence Initiative, which will complement the Asia Reassurance Initiative Act to provide a more robust military presence.

U.S. Secretary of State Mike Pompeo will pay a two day  visit to  Sri Lanka and the Maldives this month.

 

Pompeo will hold bilateral discussion in Colombo on Oct. 28, as per the  spokesman for Sri Lanka’s foreign ministry, but gave no details. Pompeo will also likely to stop in the Maldives’ capital of Male for hours on the same day. The Maldives foreign ministry said in a statement that incoming visits of official foreign delegations will be announced once a visit is scheduled and confirmed.

US President Donald Trump campaigned in the state of Pennsylvania Yesterday. He said he needed a second term in the White House to ensure a successful recovery from the pandemic and its economic fallout. At an airport rally in Erie, Trump warned that Democratic rival Joe Biden would decimate the state’s energy and manufacturing jobs. Trump told supporters, this is an election between the Trump super recovery, which is happening right now, and a Biden depression. He added, if  Americans wanted to open schools, an open economy and a safe, healthy, thriving country, they should vote for him. Joe Biden had earlier criticized Trump for failing to confront the pandemic and rushing to reopen the economy. He also criticized for belittling safety measures such as social distancing and wearing masks. Former President Barack Obama will campaign in the state for the Democratic candidate today.

In Karnataka, Chief Minister B. S. Yediyurappa conducted aerial survey of flood-hit districts of Kalburgi, Vijayapura and Yadgir today. Speaking to media in Ballary before his departure for aerial survey, the Chief Minister said that reports are sought on the losses incurred from the District Administration. Saying that funds are available with District Administration to take up rescue and relief measures. He said, the Prime Minister has assured all assistance to the state during this natural calamity in North Karnataka. The Chief Minister added ,the State Government, will prepare an estimate of the losses at the earliest and make arrangements to compensate the losses.

In Telangana, Chief Minister K. Chandrashekhar Rao has asked the official machinery to be on high to ensure that tanks and lakes in Hyderabad city are not breached due to heavy rains and flash floods. He directed the irrigation and Hyderabad Local officials to form 12 Special Teams to examine the tanks in the city and take the necessary action to prevent any untoward incident. Hyderabad received unprecedented heavy rains in the last hundred years resulting in flooding of several residential colonies. A Central Team will visit the rain-hit Telangana tomorrow to assess the damages.

In Maharashtra, Chief Minister Uddhav Thackeray  visited rain-affected areas in Osmanabad district today to inspect the damage caused to the farmers due to heavy rain in the area. The Chief Minister today assured the villagers of Katgoan near Tuljapur in Osmanabad district that the State Government is putting all the efforts to help the affected farmers in the region.


"Opposition leader of the Legistative council Pravin Darekar also visited rain affected regions in Sangali district. Criticising MVA government for not taking timely decisions for the rain affected farmers Darekar said that instead of directly visiting farmers and giving them relief help, the MVA government is politicising the matter. He also said that at one side the state government claims that it needs time for overall inspection and confirmation of the farm sector loss due to last week's heavy rains while on the other side, its leaders blame centre for not provinding immediate funds for the farmers. In the Union Territory of Jammu and Kashmir, the minimum temperature was 16 degrees  in Jammu while the maximum will be around 33 degrees. The city will see a mainly clear sky.Srinagar and Ladakh will have a mainly clear sky. The temperature in Srinagar will hover between five and 25 degrees Celsius. Leh recorderd minimum temperature of  minus four degrees Celsius and the maximum will be around 20 degrees. Gilgit will see a mainly clear sky. The temperature will hover between four and 29 degrees Celsius. In Muzafarrabad, there will be mainly clear sky. The minimum temperature was 13 and the maximum will be around 31 degrees Celsius.
