​The third India-US 22 Ministerial Dialogue will be held in New Delhi today. US Secretary of State Mike Pompeo and Secretary of Defense Mark T. Esper are on a two day visit to India to participate in the Dialogue. From the Indian side, Defence Minister Rajnath Singh and External Affairs Minister Dr. S. Jaishankar will lead the delegations.

Secretary Pompeo and Secretary Esper will also meet Prime Minister Narendra Modi this afternoon after the 2 plus 2 Ministerial meeting.

​The first two 22 dialogues were held in New Delhi in September 2018 and in Washington DC in 2019. The agenda for the third Dialogue will cover all bilateral, regional and global issues of mutual interest.

"The third annual India-US, 2 plus 2 Ministerial Dialogue will focus on advancing the Indo-US comprehensive global strategic partnership. It will also deliberate on further strengthening cooperation to promote stability and prosperity in the Indo-Pacific region and the World. As the world's oldest and largest democracies, the two countries nourish deep rooted democratic traditions and bond. The growth in partnership reflects deepening strategic convergence on host of issues including energy, aviation, science, space, infrastructure and health. The dialogue in just over two years span demonstrates high level commitment by both the countries towards the shared diplomatic and security objectives. External Affairs Minister Dr. S Jaishankar met his US counterpart Mike Pompeo in New Delhi yesterday evening. Sources said, the meeting focussed on key bilateral, regional and global issues. Dr Jaishankar and Secretary Pompeo reviewed progress in bilateral ties over last four years.

The External Affairs Minister stressed the uniqueness of technology and talent flow connects. He emphasized that a knowledge economy with greater data sensitivity makes an even stronger case for collaboration. He said, education is a special bond between the two countries and both sides should work to expand it further.

Sources said, they exchanged views on current global situation and its contemporary challenges and discussed shared concerns and interests. These include stability and security in Asia, and how best it can be ensured. Specific issues will be taken up in the India US 22 Dialogue today.

Dr Jaishankar and Secretary Pompeo followed up on Indo-Pacific engagement and the Quad deliberations. They spoke about maritime security, counter-terrorism, open connectivity and resilient supply chains.

Secretary Pompeo shared with External Affairs Minister their Administration’s thinking on Afghanistan. Dr Jaishankar  highlighted India’s stakes and its continuing concern that decisions should be made by Afghans themselves without use of force. He also made clear that cross-border terrorism was completely unacceptable. Both Ministers also discussed multilateral consultations and cooperation in the context of India's forthcoming UNSC membership.


Prime Minister Narendra Modi has said that a self-reliant India will be a force multiplier for the world economy. Inaugurating the Fourth India Energy Forum, he said, India's energy will energize the world.

"Friends, we are moving forward with the vision of 'आत्मनिर्भर भारत.' A Self-reliant India will also be a Force Multiplier for the global economy. Energy security is at the core of our efforts."

The Prime Minister said, India's energy sector will be growth centric, industry friendly and environment conscious. Mr Modi said, India believes that access to energy must be affordable and reliable.

"India believes that access to energy must be affordable and reliable. That is when socio-economic transformations can take place. We view the energy sector as one that empowers people and furthers "Ease of Living".

The Prime Minister said, India is among the most active nations in furthering renewable sources of energy. The Prime Minister said, we had aimed to increase the renewable energy installed capacity by 175 Giga Watt  by 2022 and we have further extended this goal to 450 Giga Watt by 2030. He said, India has one of the lowest carbon emissions than the rest of the industrialized worlds.

The Prime Minister said, India’s reform journey has been on high speed for the last six years and the energy sector has seen many path-breaking reforms. He said, the country's refining capacity will increase from about 250 to 400 MMT per annum by 2025 and increasing domestic gas production has been a government priority as well. He said, the government has planned to achieve One Nation, One Gas Grid and shift towards a gas-based economy.

"India's energy map will have seven key drivers. These drivers of change are Accelerating our efforts to move towards a gas-based economy. Cleaner use of fossil fuels particularly petroleum and coal. Greater reliance on domestic sources to drive bio-fuels. Achieving the renewables target of 450 GW by 2030. Increasing the contribution of electricity to de-carbonize mobility. Moving into the emerging fuels including hydrogen. Digital innovation across all the energy systems. There will be continuity of these robust energy policies that have been in place over the last six years."

The Prime Minister said, in the last six years, over 11 million smart LED street lights were installed and this has enabled an estimated energy saving of 60 billion units per year. Mr Modi said, the estimated greenhouse gas emission reduction with this programme is over 4.5 crore tonnes of Carbon dioxide 2 annually. He said, we also save around 24 thousand  crore rupees annually from the same. The Prime Minister said, it is due to such interventions that reports have said that India is the most attractive emerging market for clean energy investment.


Prime Minister Narendra Modi will interact with the beneficiaries of PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) Scheme from Uttar Pradesh via video conferencing this morning. Chief Minister Yogi Adiyanath will also be present on the occasion. Our correspondent reports that the interaction will be witnessed by beneficiaries of the Scheme from across the state.

"The function of virtual interaction with the Prime Minister will be organized in all 651 local bodies of state. Arrangements have been made for live broadcast at these places with adherence to all the social distancing guidelines. A film on the scheme will also be played before the interaction with the PM during the function. Under the SVANidhi Scheme around 7 lakh street venders have been identified in the state and more than 6 lakh 40 thousand have applied for loan under the SVANidhi Scheme. State government has approved loan of around 3.62 lakh vendors out of which around 3 lakh vendors are going to get the money today. Chief Minister Yogi Adityanath has said that his government is eyeing on facilitating this benefit to around 5 lakh vendors of state. Uttar Pradesh has ranked first in all the categories - Applications, Sanctions and Disbursements of the loans under the scheme.  Seven cities of the state also find place in the list of top 10 cities of the country. PM SVANidhi scheme was launched on 1st of June this year to help poor street vendors, impacted by COVID-19, resume livelihood activities. Till date, a total of more than 24 lakh applications have been received under the scheme, out of which more than 12 lakh have been sanctioned and about 5.35 lakh loans have been disbursed. In Uttar Pradesh, more than six lakh applications have been filed, out of which about 3.27 lakh have been sanctioned and 1.87 lakh loans have been disbursed.


Home Minister Amit Shah has said that BJP’s landslide victory in Leh Autonomous Hill Development Council elections clearly reflects Ladakh’s unwavering trust in BJP and Prime Minister Narendra Modi’s leadership. In Bihar, elaborate arrangements have been made for the first phase of assembly elections. Our correspondent report that 71 constituencies spread over 16 districts will go to polls in this phase tomorrow.

"Keeping in mind the Covid-19 situation, Election Commission has issued guidelines to be followed during the polling. Every person has been instructed to wear mask during election related activities. All polling booths will be sanitised. In view of covid situation, only 1,000 voters will exercise their franchise at each polling station, instead of 1,500. Polling will be from 7 am to 6 pm. Chief Electoral officer HR Srinivasa said polling will be completed before 6 pm in naxal affected areas. Central para military forces have been deployed at all booths. Fate of 8 cabinet ministers Prem Kumar, Ram Narayan Mandal, Jai Kumar Singh, Krishna Nandan Verma, Shailesh Kumar, Santosh  Kumar Nirala, Vijay Kumar Sinha and Brij Kishore Bind will be decided in this phase. A two-day special session of Chhattisgarh assembly will begin today. During the session, the Congress government will present an amendment bill to negate agriculture related bills recently passed by the parliament. The state cabinet yesterday approved the draft of Chhattisgarh Agriculture Produce Market (Amendment) Bill 2020 to be presented during the special session.


The Vigilance Awareness Week, 2020 will be observed from today till 2nd of November. This year the theme is - Satark Bharat, Samriddh Bharat (Vigilant India, Prosperous India). Vigilance Awareness Week is observed every year during the week in which the birthday of Sardar Vallabhbhai Patel falls on 31st of October.

The CBI is hosting a 3-day national conference on vigilance and anti-corruption beginning today. Prime Minister Narendra Modi will inaugurate the conference via video conferencing this evening. The CBI organizes this national conference coinciding with ‘Vigilance Awareness Week.

"The three day conference will discuss variou's issues including the challenges in investigation in foreign jurisdictions, preventive vigilance as a systemic check against corruption, systemic improvements for financial inclusion and prevention of bank frauds. Besides, it will also discuss effective audit, latest amendments to the Prevention of Corruption Act as an impetus to the fight against corruption, capacity building and training, multi agency coordination, emerging trends in economic offences, cyber crimes and transnational organized crime. The conference will also bring policy makers and practitioners on a common platform enabling them to combat corruption through systemic improvements and preventive vigilance measures. Interacting with CEOs of leading oil and gas companies in the annual event organized by NITI Aayog and Ministry of Petroleum and Natural Gas yesterday, Mr Modi said, India’s rapidly growing energy sector presents tremendous opportunities to investors.


Road Transport and Highways Minister Nitin Gadkari will lay the foundation stones of nine National Highway projects in Tripura today. The total length of these highways will be 262 kilometres which will provide faster and hassle-free inter-state and international connectivity to Bangladesh.

These highways will strengthen the tourism sector in the state by providing better connectivity, fast and safe movement of traffic to various tourist, historical and religious places. It will also generate large number of employment and provide self-employment opportunities to the unskilled, semi-skilled and skilled manpower of the region.


A mid-term review meeting on planning and implementation of Jal Jeevan Mission in Meghalaya was held yesterday through video conferencing, wherein the state officials presented the progress report to the National Jal Jeevan Mission. Meghalaya has around 5.89 lakh rural households and the state is planning to provide 2.04 lakh households with tap connections in 2020-21.

Under Jal Jeevan Mission, during 2020-21, Meghalaya has been allocated an amount of over 114 crore rupees, out of which 28.52 crore rupees has been released to the state.

Jal Jeevan Mission is a flagship programme of Central Government to provide potable water to rural homes through Functional Household Tap Connection by 2024.


Ministry of Health has said that on a steady decline, India's Fatality Rate from COVID-19  has touched 1.5 per cent. The Ministry in a tweet said, the aim is to achieve Case Fatality Rate - CFR of less than one per cent and sustain it.

14 States and Union Territories are demonstrating CFR less than one per cent  even today. The Ministry said, this has been possible through ramped up medical infrastructure, effective clinical management based on a Standard Treatment Protocol, skill enhancement of ICU doctors, and use of non invasive oxygen.


A total of two thousand 832 new confirmed cases of Corona virus infection were reported in Delhi during the last 24 hours taking the total number of cases to over three lakh 59 thousand. Delhi Government said that over three lakh and 27 thousand people affected with Corona virus have been cured so far. In the last 24 hours, three thousand 736 people recovered and 54 deaths were reported in the National Capital taking the toll to 6 thousand and 312.


In Bihar, COVID-19 recovery rate has improved to 94.97 percent. This is 4.97 percentage more than the national average. The number of active cases in the state are continuously declining. 1087 patients recovered in the last 24 hours, while 513 new cases were reported. Over two lakh two thousand patients have so far recovered from the infection in the state.

In Gujarat, the total patients recovered from Covid-19 have crossed the 1 lakh 50 thousand mark. Our correspondent reports 1,102 patients recovered and were discharged from various hospitals during the past 24 hours.

"Gujarat has recorded 908 new cases during the last 24 hours. This is the second consecutive day that the number of new cases remained below one thousand mark. The total cases detected so far in Gujarat has reached up to 1 lakh 68 thousand 81. More than 57 lakh 93 thousand tests have been carried out in the state till date. Maximum 228 new cases reported from Surat, while Ahmedabad recorded 173 new cases. At present total active cases in the state are 13738, out of which 61 patients are on ventilator. 4 patients died yesterday taking the total death due to Covid19 up to 3693. In Tamil Nadu, the active Covid-19 caseload has come down to 29,268. The new infections in the last 24-hours have also dropped to 2,708.

"The number of people tested for the SARSCoV2 virus in Tamil Nadu have reached more than 93.28 lakh, all using the RT-PCR kits. 71 thousand people were tested on a single day yesterday, out of whom, 2708 people were confirmed with the infection. The per-day infection number is almost close to the figure of June 24th. But the difference is that, on June 24th, only about 30-thousand people were tested. The number of tests is crucial in assessing the spread of the virus, as being said by medical experts. The state has 200 laboratories to carry out the tests, including a private lab approved yesterday in Chennai. 66 of the labs are in government hospitals, where the tests are being done freely. The state health department has warned the private labs of severe actions if the people are charged more fee than what is approved. Jayasingh, AIR News, Chennai".

In Karnataka, there has been a decline in Covid cases during the past few days. 8,715 people recovered from the disease in the last 24 hours and the total recoveries have gone up to 719558.


Railways has allowed lawyers in Mumbai along with the registered clerks of advocates in different courts to travel by currently operating special suburban trains in the city. They can travel in special suburban trains in Mumbai from today.

"The Central Railway and the Western Railway in a joint press release said that practicing lawyers and registered clerks can use the suburban services on all working days only during non-peak hours, which includes up to 8 in the morning, between 11 am to 4 pm and 7 pm onwards till the last train. According to the release, monthly passes will not be issued but lawyers and their registered clerks will have to buy tickets every time while traveling by suburban trains. It added that the train tickets will be sold only upon production of a valid identity card issued by the Bar Council of Maharashtra and Goa in the case of lawyers and by the Bombay High Court registry in the case of registered clerks. On the lines of IPL cricket, a unique Plastic Premier League (PPL) tournament is being played in Indore, Madhya Pradesh to free the city from single use plastic. Our correspondent reports Indore has been awarded as the cleanest city in the country four times so far.

"Four teams have been formed for the Plastic Premier League competition. Among them, former cricketers Sanjay Jagdale, Amay Khurasia and Naman Ojha, besides the famous cricket commentator Sushil Doshi have been made patrons. At the same time, the captaincy of the teams is entrusted to the four popular radio jockeys of the city. The 19 zones of Indore Municipal Corporation are divided into these four teams. For the competition, the team captain Radio Jockey will encourage citizens to donate more and more plastic from their radio station. These teams have been provided municipal workers and five vehicles to collect plastic. The team that collects the most single-use plastics in this 45-day competition will be awarded the PPL Trophy. Municipal Commissioner Ms Pratibha Pal said that the main objective of this competition is to make citizens aware of not using single-use plastic.
