External Affairs Ministry said the third India-US 22 Ministerial Dialogue to be held on 27th October will entail a comprehensive discussion on cross-cutting bilateral issues of mutual interest. ​India will be hosting the Dialogue in New Delhi.

Briefing media in New Delhi last evening, External Affairs  Ministry spokesperson Anurag Srivastava said both sides will also exchange views on regional and international issues.

The spokesperson said, the two leaders will also be meeting NSA Ajit Doval and there will be a joint call on Prime Minister Narendra Modi.

The spokesperson said India and the US have comprehensive global strategic partnership which includes political, security, defence, economic, commercial, technology and people to people contact.

​The first two 22 Ministerial dialogues were held in New Delhi in September 2018 and in Washington DC in December 2019. The agenda for the third dialogue will cover all bilateral, regional and global issues of mutual interest.

Prime Minister Narendra Modi will start his campaign for Bihar Assembly elections today. On the first day, he will hold rallies in Sasaram, Gaya and Bhagalpur today. In a tweet, Mr Modi said he will have the opportunity to spend time with people from Bihar today. Prime Minister said, he will put the development agenda of the NDA in front of the people and ask for their blessings for the alliance. In an effort to reach out to maximum possible people amid the ongoing Covid-19 pandemic, the BJP will telecast Mr Modi’s rallies digitally in Bihar. State BJP President Sanjay Jaiswal said, there will be four LED screens and one giant screen in every assembly constituencies, which will telecast PM’s speech. He said, all candidates will be present in their respective constituencies and address people in open fields before the start of the Mr Modi’s speech.

Congress leader Rahul Gandhi will also launch his campaign in Bihar today. He will address two rallies in Nawada and Bhagalpur districts.

BSP Supremo Mayawati will address election meeting in Kaimur.

71 seats spread over 16 districts will go to polls in the first phase on the 28th of this month.

Meanwhile, today is the last day for withdrawal of candidature for the third and final phase of assembly elections. 78 assembly seats spread over 15 districts will go to polls in this phase on the 3rd of November.

Prime Minister Narenda Modi will virtually inaugurate three key projects in Gujarat tomorrow. He will also launch the Kisan Suryodaya Yojana for the farmers of Gujarat. He will inaugurate the Pediatric Heart Hospital attached with UN Mehta Institute of Cardiology and Research Centre and a Mobile Application for tele-cardiology at the Ahmedabad Civil Hospital in Ahmedabad. Mr Modi will also inaugurate the Ropeway at Girnar on the occasion.

The Union Government has said the country's COVID-19 recovery rate has crossed 89 per cent. More than 79 thousand COVID patients have recovered during the last 24 hours. The Health Ministry said, the total number of recoveries has reached over 68 lakh 74 thousand. The actual caseload currently comprises only 9.29 per cent of the total positive cases. Presently, the total number of active cases in the country is seven lakh 15 thousand.

In the past 24 hours, 55 thousand 838 new cases were reported taking the total number of positive cases in the country to over 77 lakh. The Ministry said, India continues to report one of the lowest cases per million population.

Government today said that India's cumulative Positivity Rate is 7.81 per cent and the daily figure is 3.8 per cent. In a tweet, the Health Ministry said, several States and Union Territories are exhibiting Positivity Rate higher than the national average indicating a need for aggressive and widespread testing. The positivity rate of fourteen states and UTs are higher than India's average. The positivity rate of Maharashtra is 20.4 per cent followed by Puducherry 18.2 per cent, Kerala 17.8 per cent and Nagaland 15.3 per cent.

The Ministry said, as the first step towards timely identification, prompt isolation and effective treatment, higher testing also results in eventually lower positivity rate. The test per million in Delhi is over two lakh 24 thousand, Goa over two lakh and Laddakh is one lakh 86 thousand.

A total of three thousand 882 new confirmed cases of Corona virus infection were reported in Delhi during the last 24 hours taking the total number of cases to over three lakh 44 thousand. Delhi Government said that over three lakh 12 thousand people affected with Corona virus have been cured so far. In the last 24 hours, two thousand 727 people recovered and 35 deaths were reported in the National Capital taking the toll to six thousand 163. Presently, the total number of active cases in the national capital is 25 thousand 237.

In Odisha, the covid-19 active caseload has gone down below twenty thousand. The state has a total caseload of 276094 as against 254913 recoveries so far. However, with 15 more death, the total covid-19 fatalities have mounted to 1196.

"After months of worrying surge in infection, it's now the turn for recovery to keep surging ahead. This has been the case for the last few days with the state reporting a recovery of 2716 persons yesterday as against 1913 new infection. While the state is witness to a happy contraction of covid-19 caseload, the state government is pushing for post-covid patient care. In an advisory, it has stressed upon repeat medical monitoring of the patients, in the first, fourth and 12th week after discharge. In addition, a number of do's and don'ts have also been prescribed for covid-cured patients that include graded physical activities, yogic exercises and steam inhalation, depending upon the post-covid patient conditions and as per medical consultation. Gujarat recorded 1136 new Corona cases during the past 24 hours. The recovery rate has reached up to 89.15 percent.

"The total cases detected so far in Gujarat has reached up to 1 lakh 64 thousand 121. 1 lakh 46 thousand 308 patients recovered from Covid-19 till now. 1201 patients recovered during the last 24 hours. More than 55 lakh 85 thousand tests have been carried out in the state till date. At present total active cases in the state are 14143. 7 patients died yesterday taking the total deaths due to Covid19 up to 3670. Meanwhile, Ahmedabad Municipal Corporation has added 7 new areas in the micro containment zone following detection of new cases. Yogesh Pandya, AIR News, Ahmedabad".

There is a continuous decrease in the number of COVID cases in Rajasthan. There has also been a decrease in the number of active patients from the last 10 days. 1 thousand 822 new cases were reported yesterday, while 2 thousand 654 patients recovered from infection.

"The number of active patients in the state has now come down to 18 thousand 341. There has been an increase of about 14 percent in recovery this month compared to the previous month, due to which the number of active patients has come down to about 10 percent. After 12 deaths due to infection in the state yesterday, the death toll has reached 1 thousand 800. The number of active patients in Banswara, Baran, Bundi, Dhaulpur, Jhalawar, Karauli, Pratapgarh and Sirohi districts has come down to 100. A decrease in corona cases has also been witnessed in Jaipur and Jodhpur, but still these two districts are most affected and having more than 5 thousand active cases. In Tamil Nadu, the drop in the active Covid-19 caseload continues for several weeks. The latest by the state health department says the number of those now under treatment remains a little above 34-thousand. 3077 people were confirmed positive for the disease in the last 24-hours.

"The total infections in Tamil Nadu since the outbreak of the pandemic crossed a milestone of seven lakh yesterday. However, the recoveries have been outnumbering the new infections since long. Important parameters like the active caseload also show a sustained decline. Chennai continues to witness the maximum per day infections in the state, but the number remained under a thousand for the fourth day yesterday. Meanwhile, the Chennai Metro Rail Limited has announced an increase in its train services duration from coming Tuesday for a limited period in view of the festive season. The extended working hours for commercial establishments, hotels and all kinds of shops in the state also came into force from yesterday. Jayasingh, AIR News, Chennai."

In Chhattisgarh, to ensure the availability and timely supply of the medical oxygen to Covid hospitals, the state government will set up Oxygen Generation Plants in all medical colleges and 17 district hospitals of the state. State Health Minister TS Singh Deo said that these oxygen plants will be established in next four weeks.

"ऑक्सीजन जेनरेशन प्लांट, ये हमारे सभी मेडिकल कॉलेजेज में और 17 जिला अस्पतालों में स्थापित कर लिये जायेंगे। थोड़ा काम चालू हो जायेगा। तो उम्मीद है कि चार हफ्ते में ये पूरा हो जाना चाहिए। हर जिला अस्पताल में सौ से दो सौ बिस्तर ऑकसीजन पाइप सप्लाई के स्थापित हो जाने चाहिए। यहां का देखकर केंद्र सरकार ने भी इसको अपनाने को सोचा है और फंडिंग करने का भी सोचा है।"

Earlier, a state level ‘Medical Oxygen Control Room’ was also established in capital Raipur to ensure timely supply of medical oxygen in various hospitals. The control room is also monitoring the medical oxygen consumption at hospitals.

In view of the Central Government's decision of unlock-5, now all government offices in Madhya Pradesh will work with 100 percent capacity. Till now it was mandatory for only officers to come to office. Now, like officers, all employees will also have to come to the office regularly. The state government has issued orders in this regard.

"The Madhya Pradesh government has given instructions to ensure compliance of the guidelines issued by the Department of Public Health and Family Welfare in all offices. Use of masks will be mandatory for every employee. Meanwhile, the Madhya Pradesh Child Rights Protection Commission has taken a new initiative for the children. The commission has started a toll free tele-counseling service under the name Samvedna. Toll-free number 1800-1212-830 has also been issued for this service, on which children can talk to the experts to find a solution to their problem. The government has decided to permit all OCI and PIO card holders and all other foreign nationals intending to visit India for any purpose, except on a Tourist Visa to enter by air or water routes through authorized airports and seaport immigration check posts.  This includes flights operated under Vande Bharat Mission, Air Transport Bubble arrangements or by any non-scheduled commercial flights as allowed by the Ministry of Civil Aviation. All such travelers will, however, have to strictly adhere to the guidelines of the Ministry of Health and Family Welfare regarding quarantine and other COVID-19 matters.

In the US Presidential Debate, Donald Trump and Joe Biden exchanged barbs over tackling of Covid-19 pandemic. During the debate, US President Trump insisted that Covid-19 would soon go away through medical breakthroughs and pointed to his own recovery. He  defended his push to reopen the United States as soon as possible.

Mr Trump said, US has a vaccine that's coming, it's ready, it's going to be announced within weeks.

Biden assailed President Trump as having no plan to stop a dark winter of coronavirus deaths. Biden said, anyone who's responsible for that many deaths should not remain as president of the United States.

This was their second and final presidential debate before November 3 elections. Taking queue from the first meeting, the event organisers have muted both Trump and Biden while the other delivers responses to each of the six debate topics. Their first debate was punctuated by frequent interruptions, leaving the two men talking over each other.

Americans are set to elect a new president on November 3. At least 35 million people have already cast their ballots, more than a fourth of the total 2016 vote.

US State Department has approved the sale of weapons systems worth around 1.8 billion dollar to Taiwan. Pentagon said, the deal comprised three weapons systems, including rocket launchers, sensors and artillery.

Taiwan welcomed the decision and said, the weapons will help improve its defensive capabilities to deal with the enemy threat and new situation. It said Taiwan is not looking to get into an arms race with China.

Responding the US approval of arms sale to Taiwan, China’s Foreign Ministry spokesman Zhao Lijian said, the arms deal will likely have a major impact on its relationship with the US.

Using the state of the art Facial Recognition System, CBSE will enable students, to download their digital academic documents of class X and XII. This computer application matches human face from a digital image already stored in the database. The computer and the human interact to map the facial features. In a Similar way, a live image of the student will be matched with the photograph on the CBSE admit card already stored in repository, and once successful, the certificate will be emailed to the student. This application is now available on “Parniaam Manjusha” and Digi Locker at digilocker.gov.in/cbse-certificate for all 2020 records.

Chief of the Naval Staff Admiral Karambir Singh has reviewed the operational preparedness and combat-readiness of the Indian Navy’s principal combatants. He arrived at Karwar Naval Base where he interacted with personnel and emphasised key issues of repairs, maintenance, spares support and op-logistics for afloat units to sharpen their war-fighting capabilities. He also reiterated aspects of cyber-security, force protection against terrorist attacks, asymmetric warfare and exhorted all personnel to maintain highest-level of ness.

The Income Tax Department has carried out search and seizure actions on a group of three assessees, based in Srinagar. In a statement, Central Board of Direct Taxes, CBDT said searches were conducted at 15 residential and business premises yesterday, out of which 14 were in Srinagar and one in Delhi. The group is engaged in multiple businesses including real estate, construction and renting of commercial and residential complexes in Srinagar. The group is also running a school, under a trust which is not registered under the Income - tax Act. The search has lead to a seizure of unaccounted cash amounting to one crore 82 lakh rupees and jewellery worth 74 lakh rupees. During the search, total undisclosed investments and cash transactions of 105 crore rupees of the group have been unearthed. The search has lead to recovery of incriminating evidences regarding receipt and payment of cash amounting to more than 50 crore rupees from various premises.

In a novel initiative of Uttar Pradesh government, police personnel will also converse in local dialects on 112 police Help Line number for the convenience of the rural population of the state. As part of this scheme, it has been decided to include Bhojpuri, Awadhi, Braj, Bundeli and other local dialects in the system.
