Prime Minister Narendra Modi today urged people not to be complacent till there is a vaccine for the virus. In his seventh address to the nation in last seven months, Mr Modi said, in the fight against corona, people of India have come a long way from Janta curfew till today. He said, till the vaccine of this pandemic comes out, the  fight against Corona should not be weakened. The Prime minister reminded people not to forget that even though the lockdown has gone, the virus has not gone yet.  He appealed all should remain during the festival celebrations.

 

"समय के साथ आर्थिक गतिविधियां में भी धीरे-धीरे तेजी नजर रही है। हम में से अधिकांश लोग, अपनी जिम्मेदारियों को निभाने के लिए, फिर से जीवन को गति देने के लिए, रो घरों से बाहर निकल रहे हैं। त्योहारों के इस मौसम में बाजारों में भी रौनक धीरे-धीरे लौट रही है। लेकिन हमें ये भूलना नहीं है कि लॉकडाउन भले चला गया हो, वायरस नहीं गया है। बीते 7-8 महीनों में, प्रत्येक भारतीय के प्रयास से, भारत आज जिस संभली हुई स्थिति में हैं, हमें उसे बिगड़ने नहीं देना है, और अधिक सुधार करना है।"


Mr Modi thanked doctors, nurses, health workers and all those who are selflessly serving such a large population. The Prime Minister said, compared to world, India is saving more lives.

 

"आज देश में रिकवरी रेट अच्छी है, Fatality Rate कम है। दुनिया के साधन-संपन्न देशों की तुलना में भारत अपने ज्यादा से ज्यादा नागरिकों का जीवन बचाने में सफल हो रहा है। आज हमारे देश में कोरोना मरीजों के लिए 90 लाख से ज्यादा बेड्स की सुविधा उपलब् है। 12,000 Quarantine Centres हैं। कोरोना टेस्टिंग की करीब 2000 लैब्स काम रही हैं। देश में टेस्ट की संख्या जल्द ही 10 करोड़ के आंकड़े को पार कर जाएगी। कोविड महामारी के खिलाफ लड़ाई में टेस्ट की बढ़ती संख्या हमारी एक बड़ी ताकत रही है।"


The Prime Minister also said effort will be made to ensure Covid vaccine reaches all.
   

"बरसों बाद हम ऐसा होता देख रहे हैं कि मानवता को बचाने के लिए युद्धस्तर पर पूरी दुनिया में काम हो रहा है। अनेक देश इसके लिए काम कर रहे हैं। हमारे देश के वैज्ञानिक भी vaccine के लिए जी-जान से जुटे हैं। भारत में अभी कोरोना की कई वैक्सीन्स पर काम चल रहा है। इनमें से कुछ एडवान्स स्टेज पर हैं। आशास्वत स्थिति दिखती है। कोरोना की vaccine जब भी आएगी, वो जल्द से जल्द प्रत्येक भारतीय तक कैसे पहुंचे इसके लिए भी सरकार की तैयारी जारी है। एक-एक नागरिक तक vaccine पहुंचे, इसके लिए तेजी से काम हो रहा है। इसलिए याद रखिए, जब तक दवाई नहीं, तब तक ढिलाई नहीं।"


 The Prime Minister also appealed to media to spread awareness.

"दो गज की दूरी, सम-समय पर साबुन से हाथ धुलना और मास्क लगाना इसका ध्यान रखिए। और मैं आप सबसे करबद्ध प्रार्थना करता हूँ आपको मैं सुरक्षित देखना चाहता हूँ, आपके परिवार को सुखी देखना चाहता हूँ। ये त्योहार आपके जीवन में उत्साह और उमंग बढ़े ऐसा वातावरण चाहता हूँ और इसलिए मैं बार-बार हर देशवासी से आग्रह करता हूँ। मैं आज अपने मीडिया के साथियों से भी, सोशल मीडिया में जो सक्रिय हैं उन लोगों से भी बड़े आग्रह से कहना चाहता हूँ कि आप जागरूकता लाने के लिए इन नियमों का पालन करने के लिए जितना जन जागरण अभियान करेंगे ये आपकी तरफ से देश की बहुत बड़ी सेवा होगी। आप जरूर हमें साथ दीजिए, देश के कोटि-कोटि जनों को साथ दीजिए।"

The Health Ministry today said that there is no shortage of Medical Oxygen in the country and Centre is taking proactive step to ensure supply of oxygen. Health Secretary Rajesh Bhushan was briefing media in New Delhi this evening.
   

"देश में पिछले 10 महीने में कभी भी मेडिकल ऑक्सीजन की कोई कमी नहीं हुई और वर्तमान में भी मेडिकल ऑक्सीजन की कोई कमी नहीं है। So, we are in extremely comfortable position. However, as Union Ministry of Health, we have always believe in proactive and graded response to the pandemic, therefore we have taken proactive steps. भारत सरकार के स्वास्थ् मंत्रालय ने एक केन्द्रीय कंट्रोल रूम स्थापित किया गया है जो राज्यों के साथ ऑक्सीजन की सप्लाई को मॉनीटर करता है। इसी प्रकार के कंट्रोल रूम राज्यों ने और संघ शासित क्षेत्रों ने भी स्थापित किए हैं।"

Mr Bhushan said, India has recorded 310 cases per million in the last seven days, which is among the lowest globally. Mr Bhusan said, the number of people who have recovered from COVID-19 in the country has reached over 67 lakh which is highest in the world.
   
"ये विश् की सबसे बड़ी संख्या है रिकवर्ड केसेज की। हमने इस समय तक नौ करोड़ 60 लाख टेस् किए हैं देश भर में। ये विश् की दूसरी सबसे बड़ी संख्या है टेस्टस की किसी भी देश में। इतनी बड़ी संख्या में टेस् करने के बावजूद जो क्यूमिलिटीव पॉजिटिविटी रेट है देश का वो 7.90 परसेंट है यानि आठ प्रतिशत से नीचे गया है।"

The Health Secretary said, the recovery rate of COVID19 in the country continues to improve and as on today the national recovery rate stands at 88.63 per cent. Six States account for 64 per cent of the total active cases in the country. Maharashtra, Karnataka and Kerala contribute approximately 50 per cent to the total active cases. Mr Bhushan said, India's deaths per million population is among the lowest in the World, standing at 83.

Director General, ICMR Dr. Balram Bhargava advised people to wear mask and take precautions even if the person was infected earlier.

Defence Minister and MP from Lucknow Rajnath Singh today inaugurated the Super Speciality cancer hospital in Lucknow. He inaugurated the hospital through video conferencing in the function in which Uttar Pradesh Chief Minister Yogi Adityanath was also present. A report from our Correspondent:-

      

"The Super Speciality cancer hospital established with a cost of 805 ccrore rupees will run on the lines of TATA Cancer Institute Mumbai. On the occasion, Defence Minister Rajnath Singh said that with  the functioning of this Super Speciality Hospital in state capital Lucknow the patients from Uttar Pradesh will need not to go to other cities like Mumbai Chennai and Delhi for the treatment of cancer. The Super Speciality Cancer hospital spread in 77 acres will be a leading cancer institute in in country  which will have 30 bedded IPD, OPD, day care services and other facilities. Chief Minister Yogi Adityanath said that now poor people will also be able to get the treatment in this Super Speciality Hospital under Ayushman Bharat scheme. The poll spending limit for candidates contesting Lok Sabha and Assembly elections has been enhanced by 10 percent. Centre has approved this based on the recommendation of the Election Commission that contestants be allowed to spend more on campaigning keeping in mind difficulties they may face due to COVID-19 curbs. The notification issued by the Law Ministry last night said the maximum expenditure a candidate can incur for campaigning in Lok Sabha polls is now 77 lakh rupees. It was 70 lakh rupees earlier. The last time the expenditure ceiling was enhanced was ahead of the Lok Sabha polls in 2014. For Assembly election, it has been hiked from 28 lakh to 30 lakh 80 thousand.

In Bihar, 1464 candidates are left in the fray for the SECOND PHASE of assembly elections after the end of withdrawal of candidature in 94 constituencies.

Out of 1510 valid nominations, total 46 candidates withdrew their candidature. Polling would be held on 3rd November in these assembly constituencies spread over 17 districts.

With 27 candidates, Maharajganj Constituency of Siwan district has the maximum number of candidates. In the same district in Darauli assembly segment, four contestants are in fray, which is the lowest number of nominees for this phase.

For the Third and Final phase of assembly elections, the process of filing for nomination ended today in 78 assembly constituencies.  As per latest information, 884 nominations were filed in this phase.

In Bihar, campaigning has gained momentum in poll bound areas of the first  and second phase of elections. Senior leaders and star campaigners of major political parties are making whirlwind tours to garner support of voters in favour of their candidates. Addressing a rally in Buxar, Mr. Nadda alleged that the opposition RJD is discouraged in the elections because of its previous track record of government. He said the RJD is ashamed of its legacy so the pictures of former Chief Minister Lalu Prasad have been removed from posters and banners. Janta Dal (United) President and Chief Minister Nitish Kumar addressed five public meetings. Mr Kumar said in Ziradei that it is his government which ensured reservation for women in all government services. He said its manifestation in police, teaching sector and other fields is visible. "Senior BJP leader and CM of Uttar Pradesh Yogi Adityanath kicked off his campaign for Bihar elections from Buxar. Mr Adityanath said NDA only believes in development and its politics is based on inclusive development. Chief Ministerial candidate of Grand Alliance and RJD leader Tejaswi Prasad Yadav today addressed nine rallies. He claimed at a public meeting in Paliganj that the Grand alliance is united and it will sweep in the elections. Congress leader Randeep Surjewala alleged that NDA has failed on the all front of development. Leaders of CPI-ML, CPI, CPM, RLSP and Jan Adhikar party also addressed public meetings. The notification for election for 10 Rajya Sabha seats from Uttar Pradesh was issued today. Polling for these seats will be held on 9th of November. The Rajya Sabha seats will fall vacant in November due to the completion of the term of the members.

In Madhya Pradesh, 355 candidates have been left in the fray for 28 assembly seats after withdrawal of nominations. On the last day of withdrawal of nominations, 35 candidates withdrew their names yesterday. Voting for the bypolls to 28 seats will be held on the 3rd of November and counting will be taken up on the 10th of November.

In Karnataka, brisk campaign is on for the By-Polls to R. R. Nagar and Sira Assembly constituencies. Both the seats will go for by-election on 3rd of November.  The election to the four seats of legislative Council will be held on the 28th of October. The four seats in the Council fell vacant after the completion of the term of members in South-East and West Graduates constituencies and Bengaluru and East Teachers’ constituencies.

In Chhattisgarh, eight candidates are left in the fray after the last date of withdrawal of nominations for Marwahi Assembly By-Poll. Polling will be held on 3rd of November for this seat.

Road Transport and Highways Minister Nitin Gadkari today virtually laid the foundation stone for the first-ever multi-modal logistic park of the country in Assam.  Assam Chief Minister Sarbananda Sonowal and Union Ministers of State Dr Jitendra Singh, General (Retd.) V.K. Singh and Rameshwar Teli and several Ministers of Assam also attended the event.

Speaking on this occasion, Mr. Gadkari said that steps are being taken for the infrastructure development in the state. He said that the logistic park would create job opportunities in the region.

Rural Development and Panchayati Raj Minister Narendra Singh Tomar today unveiled preparation framework for Block and District development plans. This framework is a step-by-step guide for Block and District Panchayats to formulate plans and will assist planners, concerned stakeholders at appropriate level. Speaking on the occasion, Mr Tomar expressed hope that this framework will promote inclusive development at the block and district levels by focusing on locally available resources, local people's aspirations and priority areas. He said, the framework will serve as an important tool for all resource persons, stakeholders associated with decentralized planning in block and district panchayats and will play an important role in transforming rural India.

In Telangana, heavy spells of rainfall were recorded at several places in and around Hyderabad even as the normal life is yet to be restored from the last week’s devastating heavy downpour. Several colonies remained inundated following spells of heavy rain last week. Again, rain lashed several parts of the city from this morning under the influence of Low Pressure area developed in the Bay of Bengal and an upper air trough. 

Meanwhile, the Disaster Response Teams of the Greater Hyderabad Municipal Corporation are carrying out the relief works. A report from our Correspondent:-

"Hyderabadis did not get respite from the vows even after a week that the torrential rains ravaged the city like never before. Thousands of people continue to live in the relief camps as the flood water yet to recede. The state government began distributing 10 thousand rupees of relief each to the poor flood hit households. Meanwhile the local GHMC administration is fully prepared to face any eventuality while 40 boats from various tourism spots from Andhra Pradesh and Telangana reached Hyderabad following warnings issued by met officials of heavy rains for three more days. Army Flood Relief Teams with Boats and medical facilities are also on standby on the request of the State Government. On the other side, contributions to CM Relief Fund are pouring in from various sections. State Governments including Tamil Nadu, Delhi and West Bengal announced that they stand by the people of Telangana in the hour of crisis and sent their contributions. Lakshmi, airnews Hyderabad"

In Ladakh, recent studies have found that the tectonic faultline is moving northward. Dehradun situated Wadia Institute of Himalayan Geology noted that the fault line is tectonically active along the Indus Suture Zone. Studies observed, the sedimentary rocks of Indus are over riding the Ladakh betholith granite. This confirms that the Indus suture zone around Leh is seismologically active. "For the last one month, Ladakh region and the adjoining Jammu and Kashmir and Lahaul Spiti have experienced over twenty earthquakes ranging from 2.1 to 5.4 magnitudes on the Richter scale. National Center for Seismology and Geological Survey of India are keenly monitoring the frequent earthquakes in the region. Senior scientist of Wadia institute Dr Pradeep Srivastava told AIR News that during the very recent human time scale the geological thrust was active in the Indus suture zone. He said, ..

In the Union Territory of Jammu and Kashmir, three terrorists were killed in an encounter that broke out between terrorists and security forces in Hakripora village in Kakapora area of Pulwama district this afternoon.

Police sources said that a joint team of security forces launched a cardon and search operation at the village in south Kashmir following the inputs about the presence of terrorists in the area. As the joint team approached towards the suspected spot, the terrorists fired upon them and in retaliation, three terrorists were gunned down.

The Calcutta High Court division bench that yesterday passed an order banning the entry of visitors to Durga puja pandals agreed today to review its order.

This decision came after Forum for Durgotsav, an organisation of different puja organising committees, moved a review petition before the division bench comprising Justices Sanjib Banerjee and Arijit Banerjee. The court will hear the arguments tomorrow, a day before the formal beginning of the five-day festival.

According to Shashwata Basu of the Forum for Durgotsav, the court’s order will land puja organisers across the state in major trouble, as most of them have already made preparations for the festival keeping in mind Covid-19 safety protocols. The Forum has even offered to take the justices on a tour of major puja pandals to show the bench the crowd management plan of organising committees’.

In IPL Cricket, Delhi Capitals were 141  for 4 in 17.3 overs against Kings XI Punjab in Dubai, when reports last came in. Earlier Delhi won the toss and elected to bat first.
While Punjab is at the sixth position with six points, Delhi is at the top of the point table.

After losing six games on the trot, Punjab has managed three wins from total nine games. They would now hope to get the better of table toppers Delhi Capitals, who already look set to enter the playoffs with 14 points after winning seven games in nine matches.

Kings XI Punjab is led by KL Rahul, while Delhi Capitals play under the captaincy of Shreyas Iyer.
Last night, Rajasthan Royals defeated Chennai Super Kings by 7 wickets in Abu Dhabi.

The temperature in the National Capital Delhi will hover between 16 and 34 degrees Celsius.

In Mumbai, there will be generally cloudy sky with possibility of development of thunder or lightning. The minimum temperature will be 27 degrees Celsius and the maximum will be around 32 degrees.

Chennai will have thunderstorm with rain. The temperature will hover between 25 and 30 degrees Celsius.

Kolkata will witness generally cloudy sky with one or two spells rain or thundershowers. The minimum and the maximum temperature in the metropolis will be 26 degrees and 32 degrees Celsius.

On to the North, in the Union Territory of Jammu and Kashmir, the minimum temperature will be 16 degrees Celsius in Jammu while the maximum will be around 33 degrees. The city will have mainly clear sky.

Srinagar will have mainly clear sky becoming partly cloudy towards afternoon or evening. The temperature in Srinagar will hover between three and 24 degrees Celsius. Gilgit will experience mainly clear sky becoming partly cloudy towards afternoon or evening. The temperature will hover between five and 28 degrees Celsius.

In Muzafarrabad, there will be mainly clear sky. The minimum temperature will be 13 and the maximum will be around 31 degrees Celsius.

In Dehradun, the temperature will hover between 16 and 31 degrees Celsius. The city will have mainly clear sky.

In Chandigarh, there will be mainly clear sky. The minimum temperature will be 16 degrees Celsius and the maximum will be 33 degrees.

In Hyderabad, the minimum temperature will be 21 degrees Celsius while the maximum will be around 29 degrees. The city will have generally cloudy sky with one or two spells of rain or thundershowers.
