THE HEADLINES

  • Polling is underway for assembly elections of Maharashtra and Haryana; 37  percent of votes cast in Haryana wile polling percentage in Maharashtra is 30 till 1 pm.

  • Voting also on for bypolls to Satara and Samastipur Lok Sabha seats  and 51 Assembly constituencies in 17 States.

  • Winter session of Parliament to commence on 18th November and will last till 13th December.

  • Home Minister Amit Shah says time-bound steps will be taken for the welfare of police personnel.

  • Supreme Court stays ongoing criminal trial against Chhattisgarh Chief Minister Bhupesh Baghel in the alleged sex CD case.

  • And in sports , India enforced follow-on as South Africa are bundled out for 162 on the third day of final cricket test at Ranchi.

Polling has begun for assembly elections in Maharashtra and Haryana. Voting, which began at 7 AM, will end at 6 in the evening.  Voting has also begun for bypolls to two Lok Sabha and 51 Assembly seats spread over 17 States. The two Lok Sabha seats where by-poll is taking place are Samastipur in Bihar and Satara in Maharashtra.


In Maharashtra 30 per cent polling was recorded till 1 pm. Chief Minister Devendra Fadnavis cast his vote in West Nagpur and urged people to participate in, what he called, the festival of democracy. Fadnavis is seeking a fifth term as MLA from Nagpur South West Assembly constituency. Congress has fielded Dr. Ashish Deshmukh as his main opponent.


Union Minister Nitin Gadkari, Tamil Nadu Governor Banwarilal Purohit , RSS Chief Dr. Mohan Bhagwat also voted in their respective constituencies in Nagpur.


In Mumbai,  NCP chief Sharad Pawar cast his vote at Tardeo. BJP leader and State Minister Ashish Shelar, party leader Parag Alavni, Shiv Sena’s Ravindra Vaikar and celebrities such as actor Aamir Khan, his wife Kiran Rao, actor-director Kunal Kohli, veteran actress Shubha Khote were among the early morning voters in the city. Despite light showers, senior citizens and fitness enthusiasts as well as first time voters were seen outside polling stations early in the morning.  


In Maharashtra, 3,237 candidates, including 235 women, are in the fray for 288 seats. The BJP is contesting 164 seats, which include candidates of smaller allies contesting on its party symbol, while Sena has fielded candidates on 124 seats. On the other hand, the Congress has fielded 147 candidates and the ally NCP 121.


Among other parties, MNS has fielded 101 candidates, the CPI 16, the CPM 8. The BSP has fielded candidates in 262 constituencies. A total of 1400 Independents are also in the poll arena. A report from our correspondent:


"In Mumbai  out of 36  Assebmly  constituencies, there are many interesting contests where key candidates like BJP’s Kalidas Kolambkar, Shiv Sena Party Chief Uddhav Thackeray’s son Aaditya Thackeray, Congress strongmen Naseem Khan and Amin Patel are in the fray. Voters can be seen in large numbers in constituencies like Worli, Wadala, Chandivali, Anushaktinagar where interesting fights will be seen. Fate of around 75 constituencies in the state, will be decide by the rebels. BJP is facing 38 rebels while Shiv Sena has the headache of 23 rebels. JAI DEVI, AIR from Mumbai."


Moving on to Haryana


37 per cent polling was recorded in the state till 1 pm. Interacting with media after casting his vote, Chief Minister Manohar Lal expressed confidence that BJP would form the government again in the state.


Total 1,169 candidates including 104 Women are in the fray for 90 assembly seats.  More details from our correspondent:


"In Haryana, the main contest is being considered between congress and BJP. At Rohtak, former Haryana Chief Minister Bhupender Singh Hooda is facing BJP candidate Satish Mandal. At Panchkula, the fight is being considered tough between sitting MLA Gian Chand Gupta and former Deputy Chief Minister and congress candidate Chander mohan. At Tohana, from where BJP state President Subash Barsla is in fray, the contest is considered triangular between BJP, congress and JJP. On the whole, in the state on around 50 seats, the fight is tough between the ruling and the oppositions. Ashwani Kumar Sharma, AIR News, Chandigarh."


Now lets take a look at the by poll for 51 assembly seats spread over 17 states. We begin with Kerala in the down south where voting for Bypoll in five Assembly constituencies is also on.  UDF, LDF, NDA are the three major  political players in the battle.


Bypoll in five Assembly constituencies in Kerala is being held today. Vatiyoorkavu, Aroor, Konni, Ernakulam and Manjeswaram  are the assembly  constituences in kerala  going to polls.


Barring Aroor, the other four seats are held by the Congress-led United Democratic Front (UDF) at present. While the bypoll to Manjeswaram constituency was necessitated by the death of UDF legislator P. B. Abdul Razack, the four other constituencies were vacated after their legislators won the Lok Sabha polls.


Bypoll in five Assembly constituencies in Kerala is being held today. Vatiyoorkavu, Aroor, Konni, Ernakulam and Manjeswaram  are the assembly  constituences in kerala  going to polls.  Barring Aroor, the other four seats are held by the Congress-led United Democratic Front (UDF) at present. While the bypoll to Manjeswaram constituency was necessitated by the death of UDF legislator P. B. Abdul Razack, the four other constituencies were vacated after their legislators won the Lok Sabha polls.


In Uttar Pradesh, Polling is on for 11 assembly seats.  A total of 109 candidates are in the fray.


Reports of polling are also coming from Punjab, Tamil Nadu, Rajasthan Himachal Pradesh Odisha, Telangana, Madhya Pradesh, Chhattisgarh, Meghalaya, Pudducherry and Arunachal Pradesh.


Counting of votes for both assemblies and by-polls will be taken up on October 24.

The Winter Session of Parliament will commence from 18th of next month. It will conclude on 13th of December.  The Parliamentary Affairs Ministry has communicated to the secretariats of the Lok Sabha and the Rajya Sabha  in this regard.

Home Minister Amit Shah said the government will undertake time-bound steps to ensure that good working environment, health and family welfare-related concerns of police personnel are addressed as police personnel are doing their duty with responsibility. He  was addressing today on the occasion of the Police Commemoration Day at National Police Memorial in New Delhi. The Police Commemoration Day is observed on this day every year in memory of the policemen martyred at Hot Springs in Ladakh by the Chinese troops on 21st October 1959. After paying tribute to the martyred police personnel,  Mr Shah said, be it border security or fighting against terrorism and Naxalism, the Police personnel have a pivotal role in maintaining peace and law and order in the country.

The Supreme Court today stayed the ongoing criminal trial in the alleged sex CD case involving Chhattisgarh Chief Minister and senior Congress leader Bhupesh Baghel as an accused. A bench comprising Chief Justice of India Ranjan Gogoi and justices S A Bobde and S A Nazeer also issued a notice to Baghel on a plea of CBI seeking transfer of the criminal case out of Chhattisgarh on grounds including that the Chief Minister has been allegedly threatening the witnesses in the case.

In Cricket, India enforced follow-on after South Africa were bowled out for 162 in their first innings in the third test match at Ranchi. The Proteas, were 16  for 2 in their second innings, when reports last came in. The hosts took a first-innings lead of 335 runs, with Umesh Yadav taking three wickets and Mohammad Shami and Shahbaz Nadeem taking two each. Earlier today, the visitors resumed their first innings at the overnight score of 9 for 2. India had declared their first innings at 497 for nine yesterday.
