The Cyclone Titli made landfall near Gopalpur in Odisha this morning. Landfall process is continuing and strong winds with a speed of 126 kmph are lashing the Odisha coast. Several parts of Odisha are experiencing heavy rain as the Cyclone Titli is intensifying. Many trees and electric poles were uprooted and many properties damaged in Gopalpur area. However, there is no loss of life reported so far. More from our correspondent:-

"The  cyclonic storm TITILI hit Odisha  coast at 6 am this morning.  Normal life has been paralised in Ganjam District. On the other hand  a number of  south going trains have been cancelled or route have been  rescheduled. The road connection between Brahmapur and Ganjam has been  cut off at many places. Control Rooms have been opened in Railway Stations at different places. Flood is expected in river Rushikulya and Banshadhara in Ganjam District. Many flight services have been  cancelled  from Bijupatnaik International Airport in Bhubaneswar. The Indian meteorological department has issued Red Warnings for  18 districts in Odisha.  This is Sudhansu Dhada from Bhubaneswar, FOR AIR."
Talking to AIR, DG, India Meteorological Department, K J Ramesh said:-

"तितली साइक्लोन जो है अभी ओडिसा का तट पर गोपालपुर के आस पास  लैन्डफल हुआ है और विशाखापट्टनम से लेकर पुरी तक बहुत तेज हवा के साथ बारिश होने का पूरा संभावना है और अभी तेज हवाएं विशाखापट्टनम से लेकर गोपालपुर केन्द्र पारा तक ईस्ट कोस्ट में चल रही है। आज पूरा दिन और कल तक ये धीरे-धीरे बंगाल की तरफ मुड़ेगा"
We also spoke to DG, NDRF, Sanjay Kumar on the preparedness to meet any eventuality. Mr Kumar said-

"ओडिसा में हमारे अठारह टीम है वहां पर अभी और जिनमें पन्द्रह टीम तैनात है। ये सभी टीम आपस में कॉडिनेशन बनाये हुए हैं। दूसरे फोर्सेस के साथ जिला स्तर के जो भी अधिकारी हैं, उनसे भी संपर्क बना हुआ है। केवल हम दिन में बारिश की स्थिति से निपटने के अक्यूब्ड है बल्कि जो साइक्लोन के कारण स्थिति उत्पन्न हो सकती है उससे भी निपटने के लिए तैयार है"

Home Ministry has issued a clarification to the Assam government on the citizenship status of members of the Gorkha Community living in the state as per the Foreigners Act, 1946. This followed a representation from the All Assam Gorkha Students’ Union to Home Minister Rajnath Singh recently as some cases of members of Gorkha community living in the state were referred to the Foreigners Tribunals. It has said that members of the Gorkha community who were Indian citizens at the time of commencement of the Constitution, or those who are Indian citizens by birth, or those who have acquired Indian citizenship by registration or naturalization are not foreigners. Such cases will not be referred to the Foreigners Tribunals.
The Home Minister also notes that any Gorkha member holding Nepalese nationality and who has arrived in India by land or air over the Nepal border even without a passport or visa and staying in India for any length of time shall not be treated as an illegal migrant, if they are in possession of relevant identity documents.

Civil Aviation Minister Suresh Prabhu has said that the Government will soon bring air cargo policy and will be placed before the cabinet for its approval. Addressing the closing ceremony of the Golden Jubilee year celebration of the CISF in New Delhi yesterday,  Mr Prabhu said, air cargo policy will fuel the growth of the aviation sector and boost the country’s economy. He said this policy will strive to transport agricultural produce through air cargo and farmers would be able to sell their produce in other parts of the country.  Mr Prabhu said-

"We are very soon want first agri export policy. Not to support agri export policy because particularly the agriculture products are such that they are perishable had to be transported in a shortest possible time to get best value and to avoid its complete perishment. So we must there for have air cargo policy to support it. This will help farmers in a big way in India."

Government cut excise duty on jet fuel to 11 per cent from current 14 per cent in a bid to give relief to the aviation industry. A notification issued by the Revenue Department of the Finance Ministry said, the excise duty on aviation turbine fuel, ATF change will come into force with effect from today.

Meghalaya Government has decided to reduce the prices of petrol and diesel by Rs 2.50 paisa per litre. The decision to reduce the petrol prices was taken after a cabinet meeting at Shillong yesterday.

The Supreme Court has directed sealing of nine properties of real estate firm Amrapali situated in Noida and other places where the documents related to its 46 group companies are kept. A bench of Justices U U Lalit and D Y Chandrachud ordered sealing of seven properties at Noida and Greater Noida and two properties at Rajgir and Buxar in Bihar saying that after sealing of these properties, its keys be handed over to the registrar of the apex court.
The apex court had sent three directors to police custody on Tuesday for non-compliance with its orders.

Senior Advocate Tushar Mehta has been appointed as Solicitor General of India. The Appointment Committee of the cabinet has approved the appointment of Mr Mehta. He will remain in office till 30th of June, 2020 or till further orders. Mr Mehta is currently serving as the Additional Solicitor General. The post of Solicitor General was vacant since October last year after the resignation of Ranjit Kumar.

Defence Minister Nirmala Sitharaman will begin a three-day visit to France from today. During her visit, both sides are expected to deliberate on further boosting their defence and security ties.
Officials sources said, Ms Sitharaman will hold wide-ranging talks with her French counterpart Florence Parly on ways to deepen strategic cooperation between the two countries and also deliberate on major regional and global issues of mutual interests. In their talks, Ms Sitharaman and Parly are expected to deliberate on joint production of military platforms and weapons by the two countries.
French President Emmanuel Macron had visited India in March during which the two sides inked a strategic pact providing for the use of each other's military facilities including opening naval bases to warships.

External Affairs Minister Sushma Swaraj will participate in the two-day meet of the Council of Heads of Government, CHG, of the Shanghai Cooperation Organization, SCO, in Dushanbe, Tajikistan beginning today. Mrs Swaraj's programme will take part in both restricted as well as extended formats of the meet.
The CHG meeting is a forum that enables India to engage with SCO member countries and Observer states of Afghanistan, Belarus, Iran and Mongolia. It is the first major meeting since Kyrgyzstan took over as chair of the Organisation.

In Bangladesh, a court has awarded death sentence to 19 people including former deputy Home Minister for their role in a plot to assassinate Prime Minister Sheikh Hasina in 2004. Opposition Bangladesh Nationalist Party, BNP, chief Khaleda Zia's fugitive son and political heir Tarique Rahman has been sentenced to life. He leads BNP from exile after Zia was jailed in February this year. Zia was not made an accused in the case. Special court Judge Shahed Nuruddin yesterday also awarded life sentence to other 18 persons, while giving different jail terms to 11 others in the case.
An attack on an Awami League rally on August 21, 2004 targeted Mrs Hasina, the then opposition leader.
The verdict comes ahead of the parliamentary elections in December.

Sri Lankan Parliament has passed legislation to pay compensation to victims of the island's brutal civil war, which claimed one lakh lives during a decade. The legislature voted 59 -- 43 to approve the Office for Reparations Bill which seeks to establish an independent office that will compensate survivors as well as victims' next of kin.
The long-delayed legislation had been a key demand of international observers urging reconciliation in the island nation.

US President Donald Trump said that he has taken up the case of missing journalist Jamal Khashoggi with Saudi authorities at the highest level. He has also demanded answers from them over the mysterious disappearance of the Washington Post contributor.
Mr Khashoggi, a US resident, vanished on 2nd of this month, after entering the Saudi consulate in Istanbul.

The Centre is implementing the Pradhan Mantri Bharatiya Jan Aushadi Scheme to reduce the expenditure on medicines by the public. It enables them to get generic medicines at highly discounted prices. Its implementation has greatly reduced the burden of expenses for medicines throughout the country, including in Kanyakumari district in Tamil Nadu. Here is a Ground Report from our Chennai correspondent:

"The Prime Minister’s Bharat Jan Aushadi Scheme makes available more than 700 medicines and surgical items at affordable prices in over 4100 outlets. Reduction in drug's prices would significantly reduce their financial burden as well. The Central scheme is exactly paving way for such savings, as revealed by a beneficiary named Mr Jayasekharan from Nagercoil in Kanyakumari district:

The Inland Waterways Authority of India in collaboration with the Assam government will launch a new Roll on-Roll off or Ro-Ro facility in Majuli Island today. Chief Minister Sarbananda Sonowal will flag off the Ro-Ro Service. This river route facility will cut down the circuitous road route of 423 Kilometers that trucks take from Neamati to Majuli via Tezpur Road Bridge to just 12.7 Kilometers.

Indian Under-18  women's hockey team continued their winning run as they hammered Vanuatu 16-0 in their third match of the five-a-side competition in the Youth Olympic Games in Argentina. Forward Mumtaz Khan scored four times and Chetna scored thrice to help India achieve the dominating win.
Lalremsiami, Rith and captain Saleema Tete also went on to score two goals each. India next face Argentina.

Pistol shooter Saurabh Chaudhary has bagged the Gold Medal in the 10-metre air pistol event in the ongoing Youth Olympic Games in Argentina.  In Buenos Aires, the 16-year old blew the field away in the final as he finished a massive Seven and a half points ahead of his closest rival.
It is India’s third gold medal in the history of Youth Olympic Games and all three have come in this edition in Buenos Aires.

  •  And finally, A WhatsApp group that saves lives. The Hindu carries a story about a WhatsApp group of cardiologists in Jammu and Kashmir that has helped around 7029 patients.
