Rajya Sabha adjourned sine die

The Rajya Sabha was adjourned sine die today. In his valedictory address, Chairman M Venkaiah Naidu said, 31 bills were passed in this session. He said, it was the best session in the last 17 years. He said 38 debates were held during the session on bills and issues of public importance. 

Mr. Naidu said, the productivity of the House was around 105 percent in this session, the best in the last five years. He added that the session witnessed substantial reduction in disruptions and expressed the hope that this new norm will continue in the coming sessions. Earlier, the House returned the Supreme Court (Number of Judges) Amendment Bill to the Lok Sabha without discussion.

The Bill proposes to increase the number of judges in Supreme Court from 30 to 33 excluding the Chief Justice of India. It seeks to address the rising pendency of cases in the apex court. Despite government’s efforts, the House could not take up the Jallianwala Bagh National Memorial (Amendment) Bill, 2019  due to lack of consensus. 

The government wanted to pass the bill without any discussion but this was opposed by the Congress. The Congress wanted discussion on the legislation and urged the chair to take it  up in the next session. The Bill was to amend the Jallianwala Bagh National Memorial Act, 1951 which provides for  a Trust to manage the National Memorial. 

The Bill seeks to remove Congress President as a Trustee.  It also provides that in the absence of the Leader of Opposition in Lok Sabha, the leader of the single largest opposition party will be the Trustee. The Lok Sabha has already passed the bill.
