The Rajya Sabha has been adjourned for the day due to the continued uproar on Tuesday by Samajwadi Party over former UP Chief Minister Akhilesh Yadav allegedly being stopped at Lucknow airport on his way to Prayagraj. The issue led to repeated disruptions.

Samajwadi party leader Prof. Ram Gopal Yadav again raised the issue in the post-lunch session, forcing a brief adjournment of the House till 2:36 PM.

After the House re-assembled, Samajwadi Party members again rushed into the well, raising slogans. Deputy Chairman Harivansh made fervent appeals to the agitating members to return to their seats and allow discussion on the Motion of Thanks on the President’s Address, without success.

Minister of State for Parliamentary Affairs Vijay Goel said the issue is state specific and the members should not disrupt proceedings over it. As noisy scenes continued, the House was adjourned for the day.

Earlier, amidst the din, the International Financial Services Centres Authority Bill, 2019 was introduced.

The Bill provides for the establishment of an authority to develop and regulate the financial services market.  The Cinematography (Amendment) Bill, 2019 was also introduced.

In the morning, when the House met for the day, Leader of the Opposition Ghulam Nabi Azad said there are constitutional responsibilities to pass the Motion of Thanks on the President’s Address and approve the Interim Budget.

He suggested that the discussion on Motion can be taken up today and the debate on the Interim Budget tomorrow.

Minister of State for Parliamentary Affairs Vijay Goel said the government is agreeable to the suggestion. Mr Goel also said the sittings of the Upper House can be extended if there is an agreement to discuss the bills listed for taking up after the Motion of Thanks is passed and the Budget approved.

Tomorrow is the last day of the Budget Session which commenced on January 31.
